If there are no structural changes, a homeowner or homeowner’s contractor can submit drawings to the township or city for approval. In all other cases you will need the services of a licensed architect or registered engineer. (If architectural aesthetics are a consideration, the architect is definitely the way to go.) Beware of those claiming they will do the drawings and have an engineer sign off. This College is loaded with great information.
